Ministry Of Defence Puts Former ‘Hospital Del Aire’ Land Up For Auction

The plot of land (…) is located in the Arturo Soria neighbourhood of Madrid, one of the most expensive areas of the capital (…). 

The Ministry of Defence is looking to shed weight. The government department has received authorisation from the Council of Ministers to put up for auction the land on which the former Hospital del Aire used to be located. The block is in disuse and has been vacant since 2011 when the old hospital building was demolished.

The asking price for the ownership of the land has been set at €25.1 million, for a plot spanning 28,341 m2. The former hospital has been included in the Ministry of Defence’s portfolio of buildings since 1945, when the former Ministry of Air acquired it, through a normal purchase and sale transaction.

In 2010, the Ministry of Defence managed to reach a pre-agreement with the Fundación Universidad Empresa to sell the building, but just six months later, the protocol that had been signed in that regard expired.

The express authorisation of the Council of Ministers to launch the auction was mandatory in this case, given that the sales value of the site exceeds €20 million.

Ebrosa Buys Ministry Of Defence’s Last Auctioned Plot In Madrid

The Ministry of Defence is continuing with its real estate divestment plan. Its last major sale was completed yesterday with the sale of an urban use plot that has a surface area of 3,569 m2 and a buildable surface area of 9,865 m2. The plot is located in the former central park of the engineers in Villaverde, in the neighbourhood of Los Angeles, in the south east of Madrid.

Like in the case of the Administration’s other assets, the sale has been conducted through a public auction, which was publicised through the real estate portfolio addmeet. Specifically, the Ministry of Defence had planned to carry out two simultaneous auctions, for an initial asking price of €4.7 million (in the first round of bidding) and a second asking price of €4.28 million (in the second round). In the end, the second round was not necessary as the initial bids exceeded the initial asking price, and the plot was awarded to the real estate company Ebrosa, which bid €5.04 million.

This Zaragoza-based property developer will use the land, for which planning permission has already been granted, to build a block of flats similar to those projects that it is already developing in other areas of Madrid, such as in Las Tablas and Sanchinarro, in the north east of the city, as well as in Ensanche de Vallecas.

Ebrosa’s new development will be located next to “residential developments that are being sold at a good rate”, according to information included in the addmeet advert. Specifically, one hundred homes that Inmoglacial is promoting together with the investment fund Aquila Capital, in the same central park of the engineers in Vallaverde, after it was awarded nine plots of land from Sepes in July 2015, covering a buildable surface area of 120,000 m2. That project, which is being completed in nine phases, involves a total investment of almost €200 million to construct more than 1,200 homes, whose first phase is due to be completed in the spring of 2017.

According to the most recent annual accounts, corresponding to 2015, Ebrosa generated a profit of €31.38 million, compared with €4 million the year before, from a turnover of €16.68 million.

Divestment plan

The sale of the plot in the neighbourhood of Los Angeles was included in the real estate asset sales plan that the Ministry of Defence launched in 2013, with the aim of divesting some of its land, premises, rural estates and homes.

The most high profile sales in this plan include the sale of the former Precisión Workshop, located on Calle Raimundo Fernández Villaverde, next to Paseo de la Castellana and Nuevos Ministerios. In November 2014, the Ministry of Defence awarded those unused plots to the housing manager Domo for €111 million, which acquired them with the aim of constructing a 320-home development on the site, with an average price of €325,000.

Currently, the Ministry of Defence has two other plots of land up for sale, in Alcalá de Henares and in the Campamento area. The latter, whose sales price has not been revealed, is one of the most attractive sites for construction in the capital, given its location, between the Somosaguas area and the former land of Campamento, whose sale is also being considered by the Ministry.

Project Maravillas: Construction Work Resumes

Yesterday, the Supreme Court of Justice of Madrid (TSJM) lifted the injunction issued the day before that had paralysed the demolition work at the Precision Artillery Workshop, located next to Paseo de la Castellana in Madrid, where the Residencial Maravillas cooperative plans to construct 320 new homes.

After obtaining approval from the Town Hall of Madrid, the project promoted by Domo Gestora was paralysed after the TSJM admitted the request filed by the ‘Ecologistas de Acción’ group to not demolish the Precision Artillery Workshop, located on this site.

The building forms part of the properties that the Ministry of Defence used to own on the plots, and according to the ruling from the TSJM, it does not have any historical value or need to be maintained for heritage purposes.

The work to demolish the building began on 16 December. In November 2014, the Ministry awarded these plots, which had fallen into disuse, to Domo for €111 million, which acquired them with the aim of constructing a development containing 320 homes, with an average price of €325,000. (…).

Bank Of Spain Buys 142,000m2 Plot In Madrid For €40M

The Royal Spanish Mint (‘Fábrica Nacional de Moneda y Timbre’ or FNMT) no longer complies with the conditions set out by the European Central Bank (ECB) for the printing of bank notes. As a result, the Bank of Spain has been forced to purchase a plot of land in Madrid’s Vicálvaro neighbourhood from the Ministry of Defence.

Through its company Imbisa, the FNMT has paid almost €40 million to the Institute for Housing, Infrastructure and Defence Equipment (Invied) for a plot of land measuring 142,000 m2, where it is going to build a new factory.

The plot of land acquired for the construction of the new facilities – which will house around 720 employees – is located in the east of Madrid, between the M-40 motorway, the old Vilcálvaro road and Avenida de Daroca (see map above).

The company Imbisa was constituted by the Bank of Spain in June 2015, with share capital of €50 million, in order to comply with the new regulations issued by the ECB, which required bank notes to be manufactured by private companies under tender, or by the national central banks themselves.

The institution led by Luis María Linde (the Bank of Spain) owns an 80% stake in Imbisa and the FNMT will continue to hold the remaining 20% stake until December 2017, when those shares will also pass into the hands of the supervisor. (…).

Once the agreement has been formalised, Imbisa will make a payment amounting to €1.97 million (…) and the balance, in other words, €37.4 million, will be handed over when the public sale and purchase deed is signed.

Despite the purchase of this land, the new factory will not be operational until 2020, by which time it is hoped that the new property will comply with all of the security requirements established by the ECB for the printing of bank notes. (…).

Ministry Of Defence Sells Plot In Palma For €6.3M

The Ministry of Defence has completed the sale of a residential plot of land in Santa Catalina, Palma de Mallorca for €6.31M, equivalent to €1,361/buildable square metre.

The plot, located on Calle Simo Ballester, 6, has a surface area of 1,098 m2 and a buildable area of 4,637 m2. It currently houses a residential building, but may be expanded into a larger residential development or a hotel, given its strategic location.

Operación Campamento Delayed Until Mid-2016

According to the popular proverb, Rome wasn’t built in a day. And Operación Campamento, a development that has already been delayed for more than a decade, may not be completely “clean” to be put up for auction until the middle of 2016. In other words, one of the most anticipated urban planning projects in the capital, whose expected sale was announced in style by the Ministry of Defence – which owns the land – through the real estate website Addmeet in April, will have to wait almost a year. And all because of the urban “paperwork”.

At the beginning of September, Pedro Morenés, from the Ministry of Defence, blamed the Town Hall of Madrid for the delay, as it “has to grant the licences for the project to go ahead. The Ministry of Defence has already gone to the Town Hall to ask for the permits”, he assured the Senate.

According to the experts consulted by El Confidencial, “although the pending urban planning procedures are simple, they will take time. And, in this case, we could be talking about months”. However, far from harming the Ministry of Defence, which expects to generate revenues of €80 million from the sale – as reflected in the State’s General Budget for 2016 – the delay may end up benefitting the central government department, given the significant level of interest the land has sparked amongst investors over the last year. At the beginning of July, the State Land Company (‘Sociedad Estatal de Suelo’ or Sepes) awarded the largest package of land in Madrid to date – measuring 120,000 m2, on which more than 1,200 social housing properties will be constructed – for €50 million.

On a smaller scale, but of no less importance for the purposes of measuring the temperature of this market, have been the on-going sales of land in Valdebebas, which has also witnessed this renewed buyer appetite at first hand, along with the slight “overheating” that is starting to be seen in some land purchases. Prices in this development bottomed out a few years ago at around €800/m2 and currently stand at around €1,100/m2, although some operations are being closed at higher prices.

The experts consulted calculate that Operación Campamento may be put on the market for between €200 million and €250 million, and that the urban planning delay may tip the balance towards an even higher figure. It is worth remembering that this development has a surface area of almost 1.5 million m2, of which 1.3 million m2 are buildable, and almost 11,000 homes (social housing and unsubsidised homes) may be constructed. In any case, the Town Hall insists that “the procedures that the Ministry of Defence says depend on the municipal institution, are being carried out within the appropriate timeframes” and they criticise the Ministry of Defence for trying to make the general public believe that the Town Hall is to blame for the delay to the Operación. MoD Sells A Plot Of Land In Mallorca For €5.5M

The Ministry of Defence is continuing its real estate divestment plan to generate revenue. To this end, the body chaired by Pedro Morenés has closed the sale of a plot of land measuring 14,429 square metres, with more than 25,000 square metres of buildable area, in Cas Capiscol (Mallorca).

Given that the building is owned by the Administration, the Ministry of Defence organised a public auction, through the real estate portal addmeet. The plot of land that is up for sale houses former (army) barracks, spread over several buildings, which have been in disuse since the 1990s.

The Ministry of Defence put this land on the market for €5.318 million. In the end, it has been sold for a slightly higher price: €5.55 million. The winning bid was submitted by a subsidiary of the Catalan real estate company La Llave de Oro. The buildable plot measuring 25,131 square metres may be used for tertiary purposes, i.e. to build offices, hotels and retail buildings. Nevertheless, the general urban development plan where this land is located is currently in the process of being modified.

The Ministry of Defence also own other plots of land in Mallorca, including in Son Busquets, where it has a plot measuring more than 110,000 square metres.

MoD Opens The Bidding For ‘Campamento’ Land

Auction worth more than €200 million / The Government is launching an auction process to sell a plot of land measuring 1.5 million square metres in Madrid, where the Chinese millionaire Wang Jianlin wants to construct luxury homes, hotels and casinos.

The Spanish Government has decided to refloat the so-called Operación Campamento just seven months before the general election. Today, the Ministry of Defence, the main owner of the land in the area measuring more than 1.5 million square metres, has officially put the plot, measuring 1,550,576 square metres, up for sale on the real estate portal Admeet.

The land, located in the south-east of Madrid, is the preferred location of the Chinese tycoon Wang Jianlin, owner of the business conglomerate the Wanda Group, to construct a mega-project containing thousands of homes, a retail complex, theme parks and casinos.

Negotiations

Jianlin, who officially closed the purchase of 20% of Atlético de Madrid’s share capital in January, has been negotiating with the Town Hall and Community of Madrid for months, to identify a location for his residential and leisure complex in the capital. Previously, in June 2014, he bought Edificio España from Banco Santander for €265 million, which was his first transaction in the Spanish market.

In January, when he signed the deal to acquire a stake in the Madrid football club, Jianlin took the opportunity to reiterate his interest in acquiring the land that is now up for sale. The plot housed the Ministry of Defence’s barracks in Madrid for many years.

Wang Jianlin is willing to invest €3,000 million in this project. To do that, the first step will be to acquire the land. By law, this purchase must be made through a competitive process since it involves a public asset.

“The interested parties must participate in a transparent and competitive auction process, in accordance with state legislation for the sale of property”, says the advert.

Auction

The auction of the land by the Ministry of Defence will be led by Pedro Morenés. The plot measures around 1.132 million buildable square metres and the vast majority has been marked for residential use (986,710 square metres). Subsidised and non-subsidised housing may be built on the site.

Wanda’s goal is to construct up to 15,000 high-end homes, with prices of around €4,000 per square metre. Moreover, offices, retail spaces and leisure complexes may also be built on the site. Wang Jianlin wants to use this land to create a leisure complex, similar to the ones he has constructed in Asia. For the time being, the Ministry of Defence has only released information about the land, and has not set a date for the auction or specified a minimum price.

Minimum price

However, sources in the sector estimate that the Government may set the minimum price at just over €200 million, an amount that is expected to be surpassed both by Wang Jianlin’s bid, as well as by the bids made by other interested parties.

The seller has not revealed the auction date, which may be determined by the timings of the local and general elections due to be held in May and November, respectively. To date, the current President of the Community of Madrid, Ignacio González, has shown his willingness to collaborate with the Chinese businessman, following the decision by the US billionaire Sheldon Adelson to abandon the Eurovegas project in Alcorcón.
