Lisbon’s Future: Regeneration and New Housing

Without forgetting the importance of the role of rehabilitation, Manuel Salgado, City Planning Councillor of Lisbon City Council (CML), believes that “this is the time to enter a new cycle – that of regenerating new areas of the city.”

The future involves, on the one hand, urban regeneration, particularly in “areas outside the historic centre” and, on the other, to foster new housing,” he commented.

“Diversifying the Center” is one of the CML’s objectives for the coming years, focusing on three strategic points in the city, for which proposals are currently under analysis: Praça da Espanha, Pontinha and Lumiar/Paço do Lumiar.

The Praça da Espanha project is studying nine proposals that were submitted for the redevelopment of the area. Pontinha, where the new flea market will be located, is also one of the regions of the city that must consider the necessary development that will follow the market opening. Lumiar and Paço do Lumiar are home to several important municipal museums, which in turn justify an increased level of attention to public infrastructure.

Manuel Salgado, speaking at the Seminar on Urban Rehabilitation, Housing and Tourism, held Friday 16 at the Faculty of Law in Lisbon, also highlighted the importance of new housing policies to focus on the construction of new housing.

“Remaking city with new housing” will be the municipality’s motto for the coming years, similar to what happened in the 1960s and 70s with the construction of new neighbourhoods in Lisbon. In this regard, Manuel Salgado mentioned the Affordable Income Program through which he intends to “flood the affordable income market.”

The program is already in practice and has identified 15 sites in Lisbon, where there are still vacant municipal land or vacant buildings. Through this, CML intends to build about 7,000 housing units in Lisbon.
