Government Proposes Creation of Fund Financing Decentralization

The introduction of “additional financing mechanisms” for municipalities, notably through the end of exemptions from the Municipal Property Tax (IMI) and through VAT, are also part of the Portuguese government’s proposal.

The draft of the new Local Finance Law consolidates the autonomy of the municipalities and creates a financing fund for decentralisation, the minister of Internal Administration, Eduardo Cabrita, announced today in Coimbra.

The government’s proposal also ensures “a significant increase” in municipal revenues, the minister who is in charge of the municipalities stated in remarks to reporters after meeting with the National Association of Portuguese Municipalities.
